Sirius and XM - Have and Eat Cake too?

If the FCC approves the Sirius and XM Radio merger, they would only do so because they consider their competition to be “all of radio,” including terrestrial radio.

But, if they are on the same playing field as terrestrial radio, then shouldn’t they have to play by the same rules as traditional radio, including FCC […]
